We started a certification program seven years ago(focused on ethics education and programs specfically for the construction industry) that we thought would do exactly what you are suggesting. We initially received a lot of interest but none of the top associations would get behind it. Each, it appeared, had their own ideas of how to go about it, thus the disparate "standards."
Unfortunately, until there is a true, verifiable financial incentive, we will not see an ethics standard for our industry.
