Ok I have 3 projects all using tankless water heaters.. I have always used Rinnai units.

I have a spec for a Rheem unit that I have never used before.. Anyone used any other units beside Rinnai??

Navien seems to be the best ticket right now.
Efficiencies abut 97% and you don't have to buy the uber expensive vent parts it vents with PVC

What's the max BTUs with the PVC venting units?

I would have to check the specs but these are condensing units and go up to about 200K in individual units and can be cascaded and still use the PVC although in larger sizes

Depending on the unit it looks like 150,000- 199,00 Max BTU.. Specs on them looks good

The rinnai units are very good but if you have to vent them very far it gets real expensive quick.

Yes I learned that the hard way.. The venting option was almost equivalent to the cost of the unit..

Do the rinnai units use the same kind of "pipe inside pipe" vent lines that high efficiency gas boilers do?

I've never used a tankless unit yet. Every time something makes it cost prohibitive: No gas service, no reasonable way to vent, too much load on panel to use electric....etc.

Yes it is a coaxial stainless inner and pvc outer double wall

The last two I had installed were Noritz. I didn't have venting or gas access issues. So far, no complaints.
