Most of Minnesota’s contractors who would be subject to the rules have yet to receive the necessary training, and classes are filling up quickly.

Meanwhile, as the April 22 deadline approaches, tens of millions of dollars’ worth of federally funded low-income weatherization projects are getting under way in the state. Minnesota received $132 million in federal low-income weatherization funding via the American Recovery and Reinvestment Act of 2009.

Much of the weatherization work involves replacement of doors and windows and putting in new wall insulation, which may require workers to disturb lead-based paint. And many will take place in pre-1978 homes, which means they fall under the purview of the new EPA rules.

Bottom line, the new regulations “could not have been worse in terms of timing,” said Shawn Nelson, president of NewSpaces, a Burnsville-based remodeling company.

Shawn Nelson is an RC member. Greg Myers is the guy I took the class from.

Yesterday a Realtor told me the EPA lead rule (after I told her what it was) is not a Realtor issue and they will not be involved in learning what it implies.

Its getting worse rather than better. Homeowners will be resistant to this rule at best.

If Minnesota's weatherization program is anything like Alabama's, they should actually already know about it (it is in the DOE manuals & some memo's), so they should already be accounting for it in their prices. Most do not replace windows - just replace broken panes, which does not trip the RRP windows exemption

Now if the ones doing the training, etc.. actually have a clue - well hopefully they are better up there than the ones down here
