Most of Minnesota’s contractors who would be subject to the rules have yet to receive the necessary training, and classes are filling up quickly.
Meanwhile, as the April 22 deadline approaches, tens of millions of dollars’ worth of federally funded low-income weatherization projects are getting under way in the state. Minnesota received $132 million in federal low-income weatherization funding via the American Recovery and Reinvestment Act of 2009.
Much of the weatherization work involves replacement of doors and windows and putting in new wall insulation, which may require workers to disturb lead-based paint. And many will take place in pre-1978 homes, which means they fall under the purview of the new EPA rules.
Bottom line, the new regulations “could not have been worse in terms of timing,” said Shawn Nelson, president of NewSpaces, a Burnsville-based remodeling company.
