I read the article

Although there may be hazards to using polystyrene It is recyclable although there are not many facilities to do so yet. so for all intents and purposes it isn't. at least yet.

I have never left eps exposed and most codes don't allow it to be.

The hazards of the fire retardants can be disconcerting to some and I don't know enough about them except that Halogen1401 was probably the last thing I wanted Banned. There are few substitutes for it and it worked extremely well. wasn't a wideppread use product but a very useful one.
