Ok, I'm building this thread, and probably won't be able to finish it until late tonight, so I'll be editing.
But I'm probably going to add about 12 pictures, so I'll burn up the first three spots, and you can start commenting early if you would like :)

Like I said some more to add, and edit.
I actually ended up working my way around the whole house doing repairs,
but this section was the first stage, and one job in its self, prior to getting hired to do the rest.
Maybe a strange way of going about it, but it all worked out fine in the end.

No venting in the soffits?
Or am I missing something?

Nice Clean work.. What caused the damage?
Well I'm certain its was more than one aspect, but most importantly,
It was a lack of maintenance over an extended period of time. (years)
Some other things that didn't help,
low slope - guessing around 3/12
sugar gum tree - you know the wonderful spike balls
builder cutting corners - no drip edge was ever installed, even after it was re-roofed.
and the obvious lack of gutter cleaning - causing water back up, clogged downspouts, etc.
I did a pretty good inspection of the house, here's some example's of what I found.

And here's one with obvious signs of back up, notice the shingle granule's building up in the wet peeling paint.

You think you need drip edge? That's a pretty good overhang with the shingles.
"Why, I didn't know you had to clean the gutters!" People wonder why their house is falling apart...:rolleyes3:

The drip edge can't hurt. It add another breaking point for the water droplets to fall off as it runs uphill. On a low slope roof it is crucial.
Never ceases to amaze me how many corners people will cut. Drip edge is like 2.79 a 10' length...Why not use it? Kinda like Ice and Water shield, it is cheap insurance.

That's the second house with plywood soffits that you've posted, Crow. Is this the most common construction around your area? I very rarely see anything other than aluminum, but some old houses have tongue and groove.

paramount.. in my area some people (1950's built homes) have those also.. especially in my home town. My dad's place is like this.. so the answer to your question.. YES some of the midwest's homes were built with ply for soffits.
Crow tried adding some tags for you. You maxed em out :2thumbsup:
