Any suggestions on software?

I use photoshop but it rasterizes the image and will take a 100kb file and make it into a several MB file.

Why don't you get a PDF writer. It'll cost you though.

I use Acrobat pro. After you edit you can "optimize" it to whatever size you want.

Foxit (http://www.foxitsoftware.com/pdf/reader/) is good also, but not free.

Why don't you get a PDF writer. It'll cost you though.
I can make PDF files but can't edit them :(
